Recently, the "Chinese Academic Journal" and the China Science Literature Measurement and Evaluation Research Center released the Academic Essentials (July-August 2023) high-impact papers, selecting the top 1% of papers in each discipline based on citation frequency, download frequency, and PCSI index (Paper Citation Standardization Index). Two papers published by Professor Liu Tongjun as the first author, "Legal Transformation of Rural Social Governance in the Process of New Urbanization - From the Perspective of Farmers' Rights" and "Analysis of Power List System under the Vision of Rule of Law Government", were selected as high PCSI papers, high citation papers, and high download papers in Academic Essentials (July-August 2023); two other papers, "Three Basic Issues in Cultivating Excellent Legal Talents in the New Era" and "On the Role and Function of New Xiangxian in Rural Governance in the New Era", were selected as high citation papers in Academic Essentials (July-August 2023).

The citation evaluation report of the paper "Legal Transformation of Rural Social Governance in the Process of New Urbanization - From the Perspective of Farmers' Rights" shows that as of May 31, 2023, in terms of academic impact, the overall impact, relative impact, and long-term impact of this paper all entered the top 1% ranking in the field of "Jurisprudence, Legal History"; in terms of social impact, this paper has a total download frequency of 2670 and a PDS index of 8.462, ranking in the top 5% in the field of "Jurisprudence, Legal History". In 2021, "Double First-Class" construction universities downloaded this document 53 times, accounting for 50.96% of the download frequency in 2021.

Professor Liu Tongjun has long been engaged in research on rural legal culture, farmers' rights, and rural governance legalization. He has been approved for three National Social Science Fund projects, published six academic monographs and popular theory books, published more than 100 papers in professional journals such as "Law", "Law Journal", and "Learning and Exploration", many of which have been reprinted in full by "Higher Education Literature Digest" and "Renmin University Reproduction Information". He has won one "Five One Project" excellent work award in Jiangsu Province, three second prizes for excellent achievements in philosophy and social sciences in Jiangsu Province, and two third prizes.
